Did this originally come with Win 10?
Licensing from that OEM will probably be an issue.

Actual operation...booting up...WILL be an issue.

Modern Windows 10 activation are stored in the cloud (in Microsofts' activation servers, to be precise). The digital license is tied to the hardware ID unique to the computer. Changing the motherboard is the one thing guaranteed to change this hardware ID.

If that is the case, then you may be OK for transferring that license to new hardware.

You will almost certainly need to do a full OS install.
How to do a CLEAN installation of Windows 10
Prepare for this.

In the new hardware, it will fail to activate.
This is when you go through the Activation Troubleshooter, and tell it about the new system.

... the MS account business is another new feature which can allow activation like USAFRet said though. The MS account is your login if you use an email, gives you access to OneDrive and other cloud features of Windows, and ties to the activation as well. WHen you sign in on the new board it should switch the activation machine ID (if there's a problem, the Settings app can give you a phone number to call Microsoft - don't look for it on Google as there are so many scams)

Sign in with the same email account, and check activation. It should work.

Either way the software can be downloaded from the link I posted earlier, and written either to a blank DVD or an 8GB flash drive. The MS software download assistant can set that up for you.
