Swirl the Mists and Ceta Sanctuary

So, if Swirl the Mists is out and set Green, Ceta Sanctuary reads
"...if you control a Green permanent and a Green permanent..." Would
this require the presence of two Green permanents, or would one be
sufficient for the effect to happen?

If you have one green permanent, that condition becomes "yes and yes",
i.e., "yes". The Swirled version doesn't require two distinct green
permanents any more than the unSwirled version requires distinct red and
green permanents.

Cards like the Sanctuaries ask two separate questions, in this case "do
you control a green permanent" and "do you control a green permanent"
(one of these would of course normally say "red" or "white", I forget
which). That's all they do; they don't "cross off" the first green
permanent they come to when they ask the first question, or anything
like that, they merely ask whether one exists. So one green permanent
will suffice. Similarly, one multicoloured permanent could suffice if
Swirl the Mists were not in the picture.

(The Invasion block, where these cards appeared, strongly encouraged
multicoloured play. That the sanctuaries award playing other colours at
all was one way they did this, but that they subtly encouraged playing
multicoloured cards in the above way was also part of that theme.)

One would be sufficient; it does not say "and another Green permanent".
Similarly, without the Swirl the Mists, one multicolored permanent that has
the correct two colors will suffice. Treat it as though it says "if you control
a <color> permanent and you control a <color> permanent", if that helps.
