Swirl the Mists question

If Swirl the Mists is in play set to Green. And I try to play a Red
Elemental Blast targeting my opponent's Air Elemental, what happens? Am
I even allowed to play the spell at all since the word "Blue" on it
becomes "Green"?

When the time comes to choose a target green permanent, you apologize
for playing the spell illegally and pull it back from the stack.

409.1. Playing a spell or activated ability follows the steps listed
below, in order. If, at any point during the playing of a spell or
ability, a player is unable to comply with any of the steps listed
below, the spell was played illegally; the game returns to the moment
before that spell or ability was played (see rule 422, "Handling Illegal
Actions"). Announcements and payments can't be altered after they've
been made.

No. As you try to play it with the "destroy" mode, it says "green
permanent", and you have to pick a green permanent. If you can't or
don't want to, the action gets reversed as being illegal.

First, you announce you're playing the REB, and it leaves your hand and goes
onto the stack. This makes it a spell, and Swirl the Mists applies to it (since
it applies to 'spells and permanents'), so that it now reads

Red Elemental Blast R Instant
Choose one -- Counter target green spell; or destroy target green permanent.

(Yes, it still says 'Red' in the name.)

Now you have to choose which mode to use, since this is modal. After that
you have to pick a legal target, and unless the Air Elemental is a green
permanent (or green spell on the stack), it's not legal. If there are no
legal targets for you to pick once you choose the mode, you rewind - the
spell goes back into your hand and you return to the state just before you
announced it. You weren't yet to the point of getting mana for the spell, so
no mana abilities get unwound in the process.
