Thanks for checking out in advance.

Full Build:

i5 11400
XFX RX580
Asus B560 Prime Plus
Oloy 8x2 Ram
EVGA 600W 80+ Bronze

I have been using the build without the RX580 for a few months, running on integrated graphics. I just installed the 580 i bought from a friend who's computer it worked great on. The GPU always shows a blue light. But one of two things will happen when I power it on. 1. Half the time, the gpu fans will kick on for about two seconds, and then it will display the bios loading screen for only two seconds and then give me no signal and no fans. 2. The other half, it will do nothing except display the blue light.

Things I have done:
Deleted igpus driver
Unplugged and plugged back in hmdi and 8 pin cable many times.
Reseating gpu many times
Clearing cmos
Setting priority to PCIE

Things I have not done:
Tried displayport
Tried alternative power cable
Uninstalled cpu
enable csm

What could be wrong here?
IGPU blocking GPU?
Bad PSU Cable?
Bad PCIE slot?
Not compatible with this mobos bios?

Honestly I am worried the iGPU is overtaking it for some reason, and that my system cant detect the GPU sometimes. Because when it goes black and the fans never spin on the gpu, if I plug in the hdmi to mobo, there is display.

Help appreciated, I have been trying for almost 10 hours to research and do everything I can to fix this problem.

Solution
So, I do not think the issue is incompatibility or CSM (I could be wrong).
  1. Have you tested the GPU on some other PC is it working fine?
  2. Change the HDMI CABLE and maybe try DISPLAY PORT if you can.
  3. Have you tried some other 8-PIN CONNECTOR to power your GPU?
  4. Have you tried installing any other GPU on your board?

These are some steps that I always check when I get into trouble with GPUs, most of the times they work.

Isn't your CPU giving out some kind of BEEP CODE to indicate about the problem?
