Switching between DX9 & DX11 causes corruption.

I have two games on steam i mainly play.
Team Fortress 2 and Tribes: Ascend.
I use the start up command "-dxlevel 90" for TF2 to make sure it in running in dx9 and Tribes: Ascend runs vanilla.(DX 11)
But something weird happens whenever I quit a game and go to the other the graphics are completely corrupted even windows is partially corrupted, graphically.
I have to restart my computer completely in order to stop the corruption but once I quit either game and go to the other this still happens.
My GPU: AMD Radeon HD 6380g
Driver:13.5 beta
GPU is directx 11 compatible
OS: windows 8 64 bit
 
Does this happen when playing other Dx9 games that you do not use the -dxlevel 90 parameter? It may just be that way of starting TF2 that causes the issue. Most games have other ways to choose the settings you want.
 


I do that command with only with TF2 but if I run it in windowed no problem at all. I know windowed no border might be viable but my computer is crappy and steam and windows will take up texture memory. I played CS:Source (Not Sure if DX9) to see if there was corruption but it ran well.
 


If you run MSI afterburner or EVGA Precision X and run the FPS meter, it will tell you what DX version you are using along side it. I'm pretty certain CS:Source is Dx9, so it isn't Dx9, it is that command option you are using with TF2. You may be able to get Dx9 from it another way, but I don't honestly know the game.
 
I downloaded the Source SDK and reseted all the game values to default and it seemed to fix the problem. Thanks for your help anyway guys!
