Switching boot drive from HDD to SSD

I know this question has been answered a few times but I haven't found any answers specifically about using the Samsung cloning software. So basically, I'm buying a Samsung evo 840 250GB to use as my boot drive so I want to move just the OS to it, would it just be easier to set it as the boot drive in the bios and then install the OS from a USB/DVD or to use the cloning software?
I will also be moving my CAD software to it to make loading times faster, and maybe a few games that could make use of the speed but this is just an after thought.

Fresh installation of OS can ensure a better reliability. So fresh installation is recommended. And it would be less confusing to perform than using a clonnng software.


I know how to do it, I just want to know which would be the better option for me if I'm just moving the operating system over
