On December 15, 2020, Facebook launched a "Speak Up for Small Businesses" campaign against Apple. In this campaign, Facebook purchased full-page advertisements in newspapers and created a web page claiming Facebook tries to help small businesses. This campaign became controversial even within Facebook itself, because some employees thought Facebook was "trying to justify doing a bad thing by hiding behind people with a sympathetic message."
Can someone explain me the bold sentence?

it's simple facebook was losing precious data due to apple limiting what could be collected on its devices. they make money selling that data as ad space so of course wanted apple to stop and allow them to collect anything and everything they wanted to get.

so facebook launched the campaign claiming apple's policy was hurting "small business" and they were only trying to help small business stand up to big bad apple.

of course this is total BS and FB only wanted to keep making it's money off apple users and could care less about small business. they claim $10 billion in losses from not being able to farm apple users

hence, "hiding behind" wanting to help small business as a way to get apple to change it's policy so facebook could make its money off the users.

in the end it did not matter as FB and others found a way around the policy and still collected whatever they wanted, just in a more shady way than before.
