Synaps MA9JBK monitor

Hello all. I recently purchased two used Synaps MA9JBK 19" Widescreen monitors. One works fine, the other, not so much. When I first installed it, the monitor looked great, but after a few minutes, the screen started to get "ghost" images from my rotating wallpapers, and the mouse would disappear when moved, but would slowly reappear if left unmoved for about 10 seconds only to vanish again when moved.

I have Win 7 32 bit, Radeon 4600 series vid card, 4 gigs ram.

Is the monitor DoA or is there something simple that can be fixed?
