"Sync not supported" message. How to reset to 60hz?

So fixed my mate's PC, was just a screwed up PSU. Mounted the new PSU, and everything worked. Today he tried the PC at his home, and everything seems normal till Windows loads, then he gets the "Not supported" message at his monitor. I guess this is because mine is a 19" CRT 1024@100hz, but his is a cheap 16" LCD that sure doesn't support 100@hz at 1024. Basically the graphic card had my desktop resolution and now he can't change it, so the only way I see to fix that is just to bring again the PC here and set it to 60hz.

So, the question: Is there a way to reset the hz (set it to 60hz) without bringing back the PC to my house again, just to set it to 60hz?

Try to boot it from SAFE MODE. and change the settings. or if he has an old video card replace it then boot it up from safe mode. Once boot up Shut Down and put the old video card back. 50/50 chances that'll work depending on hardware if old card is not much different from the new.

Procedure works best if ATI - NVEDIA - ATI or the other way around.
