Question SYS Fan 1 not working

I want some help.....
I have a Gigabyte GA-970A-DS3P Motheoad completely new Sys Fan 1 isn't working from the start, any fan I have connected it flickers and doesn't start. Is there a possible setting I can rectify it?

Doubt it. Probably have to use a diff header or send board back.

The board was sent back before for other reason. So it is completely new . Also I had tried with several fans, bigger or smaller. In the same context my gf has the same exact mobo with the same exact connection and her fans work fine. Is it not enough power supply? All the other SYS Fan connections work amazingly. Also when propmed with hand a smaller fan started spinning but it seemed spinning slower than the other fans.
