SYS_FAN1 same as pmw?

I can't see any PWM fan plugs on my Mobo but I do see a 4 pin plug named SYS_FAN1, is this a PWM fan plugs then?

Depends on the motherboard, but generally PWM headers are not labeled PWM.
If its a 4 pin connection its almost always going to be PWM, and most modern motherboards can do voltage control even if its not.
