System administrator blocks image uploads windows XP

Hello somebody please help me my laptop do not upload to the internet. It tells me that my system administrator blocks image uploads and i can't fix it windows XP

Sounds like you are on a domain, or someone has configured restrictions on the network or computer. Contact whoever setup the system.
