System BIOS not starting, need help. Part incompatibility?

When I turn on PC, it powers on, the CPU fan starts to take up RPM (for 1second or less), then drops to the lowest speed, and nothing on my screen, no beeps, nothing.
What could the symptoms mean?
Parts:
INTEL Core I3-6100 3,7GHz

COOLER MASTER HYPER 212 EVO

Gigabyte MBO Z170 S1151 MATX/GA-Z170M-D3H GIGABYTE

CRUCIAL MEMORY Ballistix Sport DIMM 8GB PC19200 DDR4/KIT2 BLS2C4G4D240FSA

I dont get anything. Tried booting without ram, without storage devices, still not a single beep and without anything on the screen

I'm thinking it's dead on arrival motherboard. I've tried disconnecting almost everything, yet it still has the same failed boot sequence that keeps restarting.
 


I did perform these and there was still no response, I didn't however check for bent CPU pins, I gave the PC over to a local service for them to check what's wrong. And if the problem is Motherboard then all these steps are just a waste of time. Is there no way to check if motherboard is faulty without completing almost the whole configuration?
 
I ended up booting the system on a table, discovered that the speaker was not functioning by changing it to a speaker that does. System was beeping RAM error. It didn't seem to like the RAM, I tried them one by one, (even though I had tried this before taking the system out of the case, also cleaned both sticks multiple times), they both worked single, but didn't work in dual channel. Then by some magic they posted dual channel. From that point I didn't touch them anymore and cased everything up. System is now in working condition, everything works as it should.

Can a bad speaker cause system not to boot? Or it was always related to RAM? Can anyone answer this?
