Question System boot loops after post wont boot windows

I was using my pc just fine and the system just froze after 10 mins after closing the game, I instantly got hit with critical process have died, I put a fresh install of windows on and still had the extract same problems of constant blue screens while booting into windows, now my pc will still happily post but soon as it posts it restarts, I've reset bios many times, reflashed it, the ssd works perfect in an old system and my USB stick with Windows download won't even boot on my current pc, can anyone help is it hardware failure?

Cpu-Amd ryzen 3 3200g with standard cooler
Mb-rog strix b450-f
Ram-crucial ballistix 2400 mhz 8GB x 4
Gpu- radeon rx 570 (all the same problem with or without gpu)
Pcu- evga 500 w1 80+white
Ssd Samsung 860 evo 500gb

When it wasn't in this state I could rarely get into windows and it would crash after any load opening any window, then bluescreen or freeze, as of now my pc will post and after post just shuts down straight away isn't loading any os at all just like a bios loop, i haven't felt around but bios said my cpu was at 40 degrees, I've tried to boot off the drive manually from the bios and crashes, ive also tried all my ram sticks individually in all slots and nothing different

They definitely isn't no other switch other then the black on/off, ive also tried my ram plenty of times unfortunately

Yes but like I said before even the windows 10 media usb won't boot when I try boot the USB i get hit with "blinitializelibrary failed 0xc0000229" but the ssd has a band new install of Windows 10 on it

The MB is currently not in its case absolutely nothing connected to it other then the stock fan cooler, mouse and keyboard,ssd and my gpu but like i say with or without the gpu its the same problem
