System boots up but no video and no onboard video

Hello,
So here's the situation. I booted up my personal build after a long break. The computer starts up, fans and hard drives. My old video card's fan starts spinning but no video displays. The motherboard doesn't have any on-board graphics. I brought a new card thinking it was the graphic cards, but the new card fans won't even start spinning.
So, I'm stumped. I don't know what the solution is. I've reset the CMOS and started it up again and still nothing. I can't access the BIOS since I can't see anything. At this point, I think it has to be the motherboard.
Thoughts?

cpu: AMD Phenom II X3 720 Triple-Core 2.8 GHz Socket AM3 95W
motherboard: ASUS M5A99X EVO v2
Old video card: SAPPHIRE Radeon HD 6770
New video card: XFX Radeon R7 360 DirectX 12 R7-360P-2SF5
ram: Mushkin Enhanced Silverline 8GB 240-Pin DDR3 SDRAM DDR3 1333 (PC3 10666)
powersupply: RAIDMAX RX-850AE 850W ATX12V v2.3 / EPS12V SLI

Sorry smorizio. I did t mean to vote your answer down, I was trying to reply directly to your response.
Regarding the battery, I'll get a new one tomorrow and see if that works. I was curious if you knew why the power supply connectors would supply the old card, allowing the fan to kick in, but the new card stays silent.

Hey
I changed the battery out and tested the power supply. The power supply is working fine. Any thoughts on what else it could be?

Yup, I've connected the power supply to it. I've read that on newer cards the fan won't start until a certain temperature is reached. Is that right?
Either way, I've definitely connected it to the power supply. And I just popped my old Sapphire in and the card starts up(at least the fan does) but still no video.

I do not have any other cards in my PCI slots. I have 3 PCIe x 16 slots and can only use two of them due to room constraints. I have tried both card in both available slots a few times and even tried having both in together. I've definitely learned the importance of making sure to have everything seated correctly. When I built my first one, that cost me a few hours at least.

At this point, I'm assuming it has to be the motherboard. This is the second XFX card that I've tried and had the same result(fan not starting up and no video). I will bring the cards to my local shop in the AM to see if they work on a computer they have in house.
