System CMOS IRQ isn't there!

So I was looking around for tweaks on how to boost your PC's performance without having to spend a penny. Now I know what you're thinking : "Just get a better PC!" I'm getting a $800 USD PC next month. But still, can anyone help me? When I go to IRQ 8 it says "High precision event timer". But everyone else has that IRQ as the System CMOS. I looked through the IRQ list many many times and nothing. I looked in MSConfig32 and Device Manager and got the EXACT same result. I went on other computers in my house and they both had the System CMOS IRQ there, and it was set at IRQ 8. I'm on a 64 Bit OS and I'm on a laptop. One of the other computers I checked on was a laptop, so that's not the issue. And for some reason both IRQ 8 and 0 on my laptop are the same thing.

Here are my specs in case they're of any help :
CPU : Intel Core 2 Duo T6400 @ 2.00GHz
RAM : 4GB DDR2
GPU/Chipset : Intel GMA 4500MHD
OS : Windows 7 Professional

Laptop Model : HP Pavilion dv4-1227us. It came with Windows Vista Home Premium, but I upgraded to Windows 7 right away because of obvious reasons.

PLEASE HELP!

I see no issue, and nothing related to what you're looking at would affect performance anyway.

If you're trying to play video games then the simple fact is that your Intel GPU is the main weak spot.

Yea I know the GPU is terrible. But it is being held back most likely by the CPU. I have seen other people playing Black Ops 2 at a stable 30FPS with a quad core processor at about 2.4GHz while recording. The RAM is also a factor but it wouldn't make much difference.
