Question system detects 8GB instead of 16GB

hi. I don't know if this was answered before and I really wanted to get an answer for my specific setup. Im using ryzen 5 1600, b350-f motherboard and tforce delta 8gbx2 2666mhz ram.

i had this setup for more than 2 years and was able to play with no issues, then recently, i tried streaming then i got high memory usage. so i got a little curious on what happened. maybe my ram cant keep up on games while streaming, I really have no idea. so I checked task manager and saw the speed of the memory which is 1067mhz. so i searched on how i can reach the 2666mhz ram speed then theres a tutorial on yt on how to tweak the timing, etc. so i tried to access the bios and saw the memory was only 8196mb. i dont know if its normal that it will indicate 8gb instead of 16gb but i checked cpu-z and it recognizes 16GB.

so i wanted to know if the 8gb that is indicated in bios is normal even though im using 16gb and i wanted to know what timing is best for the tforce delta 2666mhz so that I can maximize the speed of the ram. i tried using the ones indicated on the ram which is 15 17 17 35 1.2v and its not going through.

CPU: ryzen 5 1600
Motherboard: asus b350-f
Ram: tforce delta 2666 mhz
SSD/HDD: 1tb wd blue
GPU: his rx 470
PSU: seasonic m12II evo
Chassis: tecware edge
OS: windows 10 pro version 1903
