[SOLVED] System does not boot, usb and other i/o not working

First of all, thank you to anyone who will take the time to read through this block of text.

SPECS:
psu: Corsair VS650
mobo: MSI Z97 Guard Pro
ram: 2 x Corsair Vengeance DDR3 4GB
cpu: Intel i5 4670
gpu: Zotac GeForce GTX 760 2 GB
hdd: WD Blue 7200rpm 1TB

ISSUE:
When I press the power button, all lights, system fans and CPU fan work. There is no display (HDMI via Graphics Card), no lights on keyboard and mouse. This happens for around 15 seconds followed by system turn off, and the process starts again. After 2-3 such cycles, PC doesn't turn off for 5+ minutes, which is weird.
Sometimes, quite rarely, the fans and lights just come up for a second and the system turns off immediately.

CONTEXT:
So I have had this issue for the past ~2 years. Random RAM re-seats seemed to temporarily (for 1-2 months) fix the issue so I did not bother before, but now the system wont boot up.
I randomly started getting this issue, seemingly out of the blue (I have never added new hardware to this PC) after I disassembled the PC, moved, and reassembled it. First time it happened after the reassembly. Second time it occurred when I was using the PC. The Screen froze, but there was no BSoD. It stayed frozen until I restarted the PC and ran into this issue again. Since then it has happened so many times that I have lost track.
Most frustrating thing is that I can't seem to get to the real fault. Like once, I jumped the CMOS, and the PC did boot up. Other time I re-seated the RAM in all configurations possible, until one of them allowed me to boot up. These are all temporary hacky solutions, but I don't know what is causing the problem.
I fear there might be a damaged component? I don't know.

TRIED:
Since the latest occurrence, I have tried these steps:
Re-seating RAM. (one stick in A2. both dual channels, etc. Basically all combinations)
Removed CMOS Cell for 2 minutes, and reset by jumping.
Ensured 8 pin CPU connector is connected.
Checked for bent socket pins, and could not find any.
Tried using onboard VGA instead of HDMI on GPU.
None of these seem to change the outcome.

I would really appreciate it if you can help me address this problem, and find the actual fault. It has been troublesome since for some reason, my system speaker does not work. Hopefully I can get this thing up and running soon. Thank You.
