Question System fails to post, EZ DEBUG flashes cpu and vga

As title says, CPU and VGA in ez debug flash right before it failes to post. then it boot loops.
my specs are
msi z390 a pro
i5-9600k
psu from similar build, was working before i changed cases
EVGA GTX 970 4gb
3200mhz ram (cant think of brand atm will update when I can look at the box)
SSD and HDDS from previous build so I know they work

Would also like to note, Ive already tried reseating the ram, cpu, and graphics card, at this point 4 times each.

Update, is now only blinking cpu debug led when it fails to post.

Have also reset every connection multiple times, still get the same issue, now my question is, do I contact intel over the cpu, or msi over the motherboard? They were both sold as brand new.

yeah they are all bent for the socket, none are bent beyond that that i can see

Also tried and reconnect power cables? especially the 8pin EPS since about cpu.

What psu? =maker+model+wattage.

Yes I have done this, psu is a EVGA NEX650G

Have just got a new mobo from microcenter, it works fine. I presume I got sent a dead mobo
