System for ARK server.

I am wanting to run a dedicated ARK server cluster. I have looked at putting together a new system comprised of desktop components. In addition, I have looked at used server hardware as well. Unfortunately, I know nothing about servers. I was looking at this listing and was wondering if it would do the job.

I can't imaging having more than 40 clients connected at one time. I would guess that most of the time, it would be considerably less.
Does this look like a good price?
If I decide to go with a used server, what OS should I run?

Unless you have a room that is uninhabited most of the time a 2U server is a bad idea. They are VERY LOUD. If you want server type components that can live in a household environment look at workstations like the HP Z series or the Dell T series.
