Question System Freezes When Installing Windows 10 on a New Build

Hi,

I've just built my PC and its not my first but this is the first time i've ever encountered an issue like this. When installing windows my computer seems to completely freeze, sometimes this can occur before I even start the installation process. I've looked at my cables and they seem to be fine. I've tried the below so far with no luck. One thing that does occur when the computer powers on is that it powers up for 3 seconds or so, turns off and then turns back on 3 seconds later. I wonder if this has something to do with it.

Removing my GPU for on board graphics
Swapping out RAM
Resetting BIOS to default (Not that I ever touched them at this point)

Corsair RM850X PSU
ASUS Maximus XI Hero Motherboard
Intel i7 9700K Unlocked
Corsair Vengeance 32GB 3200MHZ DDR4
Corsair H150i RGB Pro Cooler
ASUS RTX 2070 OC Edition
Samsung 1TB 860 EVO SSD
ASUS Optical Drive

Any help because i'm running out of ideas? I'm wondering if its a fault CPU or SSD. Although my BIOS shows my CPU and is running around 27 degrees celsius

Try with removed graphics card, single stick of ram, disable xmp so ram is at 2666mhz.

I've already tried that and it fails. Its not that it crashes at a specific point, it appears to crash after a certain time which makes me believe its either my CPU or SSD. I've tried swapping Sata cables with no luck. The odd thing is i've just tried to use a stand HDD with windows already installed for part of my tests and its not picked up in the BIOS.
 
You said "Swapping out RAM". Did you check the "single stick of RAM" SkyNetRising said with all 2/4 (how many?) RAM sticks?

I would check RAM one by one (one stick at a time) with memtest86+ too.

Faulty RAM (among other reasons) can lead to freezes during Windows installation. Randomness of the crash might mean a RAM issue too. Also the power on power off power on again might have o do with RAM, not necessarily that it's faulty but sometimes boards are a bit finicky about RAM.
 
I will try swapping them out again and trying one at a time. I'll also memory test and come back with the results once done. Please standby. I appreciate your help.

So I tested my memory and found no errors. I am lost for ideas and worried it may be a case of replacing the motherboard. Any suggestions?
 
I assume CPU isn't overclocked? remove if it is

have you tried using a different USB drive, just to make sure its not the installer

try installing another OS like linux to see if it has same problems. if it does it to 2 different OS, its hardware error

if linux is okay, have you got latest BIOS on motherboard as it might help.

The CPU is still as stock settings, I had plans of overclocking later on etc. I’ve tried installing windows from a USB, an SSD and even a disk. It seems to freeze up after a certain time rather than a certain point but only when in an OS environment which to me says the CPU. It’s fine in the Bios and when I ran memtest86, I’ve run out of ideas, I’ve tried the bios after resetting them and still no luck. I think I’m going to exchange both my board and CPU for a replacement as I can’t single out which one is the issue. I did notice that my reset switch on my case isn’t working even though it’s connected and my SSD isn’t always picked up so it could very be my board, I even tried different SATA cables. The SSD was picked up fine on my other system and managed to install windows within 10 minutes no problems.
