Question System freezing/hanging as soon as NVidia drivers installed

New system build.

System runs fine until nvidia drivers are installed. Then the mouse stops moving for 5-10 sec, my keyboard and mouse lights go out, the screen turns blank. Then screen comes back, mouse and keyboard lights up, can move the mouse again but will hang up and repeat the process after a few seconds.

Latest chipset drivers installed, latest bios installed. Windows 10 memory test passed.

The first time windows 10 update installed the driver. I booted into safe mode and ran DDU. I disconnected my network. I rebooted the PC and installed the drivers from my USB stick. As soon as the drivers installed it did it again. The guy at Fry's said its got to be a bad video card. He exchanged it. I went home and installed it, and the same thing happened.

No hangups in safe mode, no hangups outside of safe mode unless the video card drivers are installed.

I have also tried to use a different monitor same result

Kaspersky and Malwarebytes come back clean.

What to check next?
