GPU: Sapphire Nitro+ RX 580
Mobo: Asrock B450 ITX
RAM: 16GB G. Skill NT Series @ 2133Mhz
Storage: 250GB Samsung 860 Evo, 2TB Seagate Barracuda
PSU: Corsair TX550M
Recently my system has been crashing like crazy (once every 10-20mins).
This video I took shows what happens when it crashes.
I'm attempting to get the event logs from when the computer crashes so that I can post them here as well. I did get one BSOD with the error VIDEO_SCHEDULER_INTERNAL_ERROR, and the system crashed at the BIOS splash screen twice out of dozens upon dozens of resets.
Things I've tried to fix the problem:
EDIT: I may have found part of the problem, my memory clock is locked at 300Mhz no matter what the card is doing. Watching a YouTube video in a browser window only half of the screen causes up to 95% GPU usage.
Reflashing BIOS and reverting drivers did not solve this issue. GPU memory is still stuck at 300Mhz, no matter what I set it to in Wattman

-Tested GPU in confirmed working system
-Tested sticks of RAM in the not working system individually
-Tested different RAM in the not working system
-Tested storage devices in confirmed working system
-Tested display with confirmed working system
-Tested power supply in confirmed working system
-Replaced CPU entirely (replacement provided by Amazon, thought this was the culprit)
-Reseated all components many times
-Reinstalled all drivers after using DDU
-Restored Windows from a previous version
-Updated BIOS
-Made sure temperatures were okay (they all were perfectly fine)
-Cleared CMOS many times
-Downgrading drivers to previous versions that I know worked
