Update your post to include full system hardware specs and OS.

Look in Task Manager, Resource Monitor, and Process Explorer to learn more about what is running and consuming CPU %'s

You may need to download Process Explorer via Microsoft's website.

What else is installed?

Motherboard
RAM
Drives
GPU
PSU
USB devices
Network adapters

When do the interrupts occur: always, during gaming, browsing?

Any patterns: Okay for an hour and then interrupts.

More information needed.

About the only suggestion I can make at this time is to power down, unplug, and open the case.

Clean out dust, debris, paper scraps, dead bugs, etc..

Then reseat all cards, cables, RAM, jumpers. Ensure that all connections are fully and firmly in place.

Motherboard: NZXT N7 Z370
RAM: Trident Z RGB, DDR4-3000MHz
Drives: Samsung SSD 850 EVO and a 1TB HDD
GPU: RTX 2080
PSU: EVGA SuperNOVA 850
USB devices: Only devices plugged in are a Varmillo VA87 Keyboard, Logitech G Pro Wireless mouse, and HyperX Cloud Flight
Network adapters: Cat 6 Ethernet cable

When do the interrupts occur: It happens at random times. Can't really pinpoint a specific point where the CPU throttles to 100% because of the system interrupts process.

Any patterns: No patterns whatsoever.

I have cleaned out my PC every two weeks or so of dust and debris in it, so there shouldn't be a problem there. All the wires/cables are firmly in their place and connected properly.

Sorry for the late reply, I've been super busy with school and work.
