Question System is power-cycling & no image on monitor ?

I have an ASRock B450M-Pro4 board that has a Ryzen 5 3600 and a GTX 1060 SC installed. It is power-cycling - fans spin up, RGB on memory lights up, GPU fan spins, etc. - but no image, and after about 20sec it resets (fans stop, then restart, etc.).

I know for certain the Memory and GPU are working (tested in another system). Any ideas on how to proceed?

I had an Asus board that did that when I put in the ram upgrade the first time, it was the system trying to find a compatible mode to use the ram sticks.
are these new ram ? if so where are they on the recommended manufacturer listing, Rysen can be very picky when it comes to ram.

It turned out that it was that the board had a BIOS version that did not support the CPU I was using. Luckily I had a 1700X lying around and used that to update the BIOS and everything worked after that.
