System lags when browsing

Hi Everybody, I have a i7-7700K running at 7.8. Lately when I am browsing on anything really, when I change like from mail to Yahoo homepage or anything my screen hesitates for about a second or so. Is this caused by my chip or my video card? My card is a EVGA GTX-1060 6gb. It is not overclocked by I have played with it some via YouTube tutorials just can't seem to get it right so I just stopped trying. My system follows. THANKS for the help!

i7-7700K
32 GB Ripjaws 2400
Corsair Hi-60 Water Cooling
ASUS Z270E Motherboard with latest BIOS update (I think its 906)? Anyway the latest
EVGA Bronze 850watt
Windows 10 Pro
Also, Comcast Blast High Speed....Using Speedtest I get 9ms ping and 89.5 on the download speed. THANKS AGAIN

Cache and temp files ect, yesterday. I have a 512gb M.2 on the motherboard, a 120 ssd and 1 TB as storage. These drives have never been defragged. But the system was only built about 3 months ago, however, I have a LOT of programs. Some like my 3dsmax 2017 and Maya 2017 send info back to Autodesk. Don't defrag your SSDs let Windows manage them, make sure trimming is enabled.
Also, are all of your system drivers up to date?

When I checked Windows 10 was and had been doing the disk management for me. I'm just a loss. I was thinking about installing a dual boot installing 10 on my 120 SSD and seeing if it boot IE11 or Edge works any better. Is that a good idea or should I just wipe (and loose and re-install my programs). THANKS AGAIN!!

Have you tried unplugging your router and modem for a few minutes?
You might just need a hardware reset.

Yep, don't have a router but I was also thinking about the modem. I think maybe they might need to get me a new one. However, I keep running speedtest and I usually get a 9sec ping and an 86-89 download speed. THANKS for the help again!!
