Hey,
Not so long ago I've build my pc. And had some problems with expo profile of RAMs (Kingston 2 x 32gb cl30 6000mhz), but after fine tuning it in BIOS (ASRock B850 Riptide WiFi) (according to and assistance with ASRock tech support:
  1. Set Processor ODT Impedance to 60ohm from OC Tweaker/ DRAM Configuration/ DRAM Bus Control Configuration while EXPO profile loaded
  2. Increase SoC voltage to 1.25V
  3. Enable SoC/ Uncore OC mode from AMD Overclocking page
It started to work, I didn't have any BSOD or game crashes, but I started to get "boot device dysfunctional" error when booting my pc before POST (green or yellow-green light on mobo), but after one or two presses of restart button pc booted just fine, no problems in system, all was good and basically I was fine with this "compromise" when sometimes I have to press restart couple times to get my PC working. But today I couldn't boot my pc anymore. Nothing works, tried:
- Clearing CMOS
- Removing one, then another ram stick, switch slots, etc.
- Boot without RAM (to trigger reset of some sort)
- Boot without SSD
- BIOS flashback (weird that mobo allowed me to do it)
- BIOS flashback to newest version (3.26 to 3.30)
- Boot without any USB devices

Nothing. Always goes to solid green light - boot device dysfunctional.
Can someone help me here? Or help understand which component is broken?

You forgot to mention the make and model of your PSU. Have you tried powering the system without the discrete GPU in your system?

ASRock motherboard's have been an issue with the 9000 series processors from AMD, have you tried inspecting the CPU's socket for any burns/blistering?
