System not booting.Is my PSU dead?

I was playing Witcher 3 for an hour and was web browsing when my PC shut down suddenly and now when I press power button nothing happens.Fans sometimes spins for 1 second but pc doesn't boot

AMD FX 8350 No OC
8GB DDR3 RAM
220GB Intel 530 SSD
Gigabyte GTX 970
Asus Sabertooth 990FX Motherboard
Corsair HX 650 PSU

Is my PSU dead?

got it. But if it were the power supply there would be no lights or anything. Nothing would happen. It can be that a cable has come loose. I don't like to guess at...
I doubt it is your PSU if the fans spin and your system looks okay power consumption wise. Check your cabling. Hopefully a loose cable. While I've experience this problem before my memory is failing me other than it was a cabling/connection issue.
 


No the fans don't spin.My power button has a LED on it.When I push it my CPU and GPU fans spin for less than a second and stop but the power led doesn't light up

This problem occurred to be a few months ago but the PC ran fine after a few days.I doubt its cabling as I haven't touched the cabling for months
 
That sounds peculiarly similar to my situation a couple months ago. I was playing a game (not Witcher 3, but equally as GPU intensive) for about an hour and stepped out of my room for a moment. When I came back in, the computer was shutdown and would not boot up anymore.

Fans would spin for a second after hitting power button and then stop.

I tried a new power supply, and unfortunately had the same issue.

Then I pulled the graphics card, also a GTX970, and the system booted up OK on internal graphics from CPU. Plugged the GTX970 back in and system did not boot.

Apparently something died or shorted on the GTX970 and the power supply was saving itself by shutting itself down.

I had to RMA the GTX970. Took about a week to turn-around and get a warranty replacement.

It's possible you have the same issue, but the only way to tell is to start taking components out that might be shorting the power supply, preventing it from turning all the voltage rails on.
 


My CPU FX 8350 doesn't have a inbuilt GPU but after taking out the graphic card the system still doesn't boot.I will try out my AMD 7850 later to see if that's the problem
 
Are there any lights on the motherboard that usually stay lit no longer lit (including lights on a graphics card)? That is an obvious sign that the power supply is bad. You can find out if the power supply will run at all by performing the paperclip test. If the power supply seems fine there, I suggest breadboarding. All that being said, the power supply is mostly likely the failed component.
 


The green light on my mobo is on.I will try out the paperclip and see how it goes

You might try resetting the BIOS as it may have become corrupted. Again, not uncommon. I don't like to guess at things burning up and so on as IMHO these things don't show up after running and shutting down. I know others may have experienced this but for me it always comes down to something much simplier.
