[SOLVED] System not booting, no fans, mobo light flashing.

Hello all!

Longtime lurker, first time poster. I've been having an issue with a new build not powering on. I've been through the checklist provided for No POST/No Boot/No display etc.. I've swapped out power supplies, reseated the cpu, tried ram slotted in various ways and even tried other ram sticks. I'm running it out of the case, but the standoffs were fine before. The 24 pin is connected, the 8 pin cpu power cable is connected. Tried with and without GPU. The whole time if the PSU is plugged in and on, the MOBO flashes randomly.

Edit 2: I've tried using a screwdriver to start my pc and that doesn't work either. Forgot to mention that.

Overall, I'm losing it. The mobo, cpu, and ram are brand new and all other components worked fine in old build. I'm thinking the Mobo was just DOA. Any thoughts or other things I could try?

-ASROCK z390 Phantom Gaming sli/ac
-16 GB(8x2) DDR4 OLOy WarHawk 3200Mhz
Edit 1: -GTX 980Ti
Edit 3: - Stock cooler
-PSU EVGA Supernova 750 B2

Thank you for the reply. According to the sticker on the board, it's on BIOS ver. P4. 30. I was worried about that too. At this point I'm doing RMA with newegg on the board. Thanks again
