System not booting

So Im building a new computer and as expected for the first try, after plugging everything in nothing booted up. I got 5 what I would consider to be long beeps on this motherboard.

what should I be checking/ redoing

Take out ram . Try one stick each at a time . Nothing works . Try different slots. Also make sure the cpu is good . Make sure all pins are straight and thermal paste is good

took both out and reseated one and it turned on. put the second one back in and it wouldn't. took out the second one and moved the first one that I knew worked to the other ram slot and the computer did not boot. does this mean its the motherboard?
