System not reading DVD ROM

Just finished a homebuilt system last weekend. Read my DVD rom fine at first (which I know because I got Windows installed via dvd). Also notice that the BIOS recognizes the drive currently. However, no drive letter exists in windows explorer. I went out to device manager and it says the driver is up to date but the error message I get also says "Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)" Thoughts on a remedy to this one?

I just tried that. When I rebooted windows...same error message. I wonder if I should completely unplug the SATA...reboot...then re-plug the SATA and reboot. Let me try that right now.
