[SOLVED] System only boots after entering bios.

I built a PC some years ago and ran straight into an issue and have never thus far been able to fix. the computer runs normally BUT only after I enter and exit BIOS.(changing nothing)
If I don't then 1. windows starts booting but quickly restarts or 2. will enter recovery mode and with give the error:
The operating system couldn't be loaded because the HAL is missing or contains errors
File: \windows\system32\hal.dll
Error code: 0xc0000221

I have tried all sorts of things but am still unsuccessful.

boot codes are C9 then A2


Any help would be awesome.

I had previously disabled fast boot in BIOS but I followed your advice as turned it off on the windows side and rebooted and after A2 it showed D7 then went into recovery mode. Error code 0xc0000221
