System Only Read 8GB RAM but Windows and CPUZ Read 16GB already tried many things

My System :
Windows 10 Pro 64Bit
Motherboard: GA-78LMT-USB3 V.6.0 F2
Processor: AMD FX-8350 @4.00Ghz
Memory: DDR 3 Team Elite Plus 12800 4Gb x4 @1600Mhz
GPU: NVIDIA GeForce GTX 1060 6GB
PSU: PSU 620w SEASONIC M12II-620, 80PLUS Bronze

My Case :
first thing , i know many people have same problem like i do, but i already tried many things but none seems worked
My BIOS splash sceen only show 8GB of my ram , but my cpuz and windows can read 16gb except for windows only 7.98GB usable.

i tried many things like :
1. swapping RAM slots
2. update the lastest BIOS
3. uncheck memory in msconfig/set maximum ram
4. running memtest86 and everything is fine
5. try truncatememory in cmd
6. downgrade from 1600mhz to 1333mhz

Remove the CMOS battery and replace it after 15 mins. I would strongly advise on taking the settings down on a piece of paper as clearing the CMOS will reset all settings.

I would also advice on re-flashing the BIOS and see if that changes the issue. On another note, I'd also suggest backing up your critical content and reinstalling your OS after recreating your bootable USB installer with Windows Media Creation Tool.

hi thanks for the reply , i already remove CMOS battery and re-seating again , and reflashing BIOS using Q-Flash but it seems dont work . my bios still detect half of my RAM

Is this a new problem ? or has this problem existed since the PC built?

Have you tried booting with only one stick of ram at a time
see if they all work and are recognised by the BIOS

is the ram a matched set of 4 x 4GB or two matched sets of 2 x 4GB or just 4 x 4MB ram DIMMs?

I hope you have not used too much thermal compound and got some on the CPU pins or have some bent CPU pins
(ones which affect memory management)

yes this is the new problem , in the old days i only use 2x4GB of ram dual channel and work just fine

I already tried booting all stick one at a time and they all work perfectly.
the ram is 2x4gb and i buy 2 others ram separately ,but i sure they all the same

im sure just put little thermal compound and no bents in my pin

quick update :

my bios now can read 12gb out of 16gb ram
but the problem is i must put 4 sticks ,
if i only put 2 sticks it reads 8gb ,
if i put 3 sticks appear alert i must change the slot
if i put 4 sticks it runs well but only 12gb

initially i think it was my dimm_2 slot error , but when i put in dimm_1 still appear alert
i already tried memtest86 and stress test my ram but none error was found

Have you tried refreshing windows? I feel like maybe the windows is having trouble with the ram and not an actual hardware issue. I say do this before considering RMA or new parts.
