System Password asked Two times

Hi, i am trying to setup a password that would be asked everytime i turn on my computer.

I'm on a GA970A-UD3P motherboard by Gigabytes.

When i setup an administrator password it doesn't seem to matter whether i set it as "system" or "setup" it will only ask for the password upon entering BIOS.

When i setup a user password it does ask for password upon computer start, but i have to enter it two times, is it normal, or can i set it so that i only have to type my password one time?

I am not talking about the windows password, i am talking about the enter password prompt white on black that you see on computer boot (wich i believe is stored on the BIOS chip). It was already acting like this before i even installed Windows.

edit:so to be more clear, i am only talking about the password you can set up at system boot that is asked before the OS even start
 
I already did, just read it again to make sure i didn't miss anything; can't seem to see what i missed. When i read:

Security Option
Specifies whether a password is required every time the systemboots, or only when you enter BIOS Setup.
After configuring this item, set the password(s) under the Administrator Password/User Password item.
Setup A password is only required for entering the BIOS Setup program.
System A password is required for booting the system and for entering the BIOS Setup
program. (Default)

My understanding is that by setting up as "System" it will ask the password once when i boot system, and once when (if) i try to enter BIOS.

At no point it mention having to enter the password two time at boot when password is user password, and no password to enter at boot when administrator password.

So, if you would be so kind to explain to me what i missed in my reading or what i misinterpreted i would really appreciate it.

edit: i am going to point out that i am not entering BIOS when it asks 2 time password in a row, if i do enter bios it then 3 time i have to enter it.

edit2: and to be sure i am going to add that i tryed with either user password activated OR administrator, not both activated.

edit3: i am gonna try to be even more clear; what precisely happen

when set as system, administrator:

-i turn on my computer
-quick image where i can choose to enter bios
-----if enter BIOS, password is asked
-----if i don't press anything, windows boot and i can enter my windows password

if set as system, user password:

-i turn on my computer
-it asks for password
-i enter password and press enter
-screen doesn't change exept the "*****" from password i entered disapear
-i enter my password again and press enter
-i get to the screen where i can choose to enter bios
-----if i enter bios, it asks for password once more
-----if i press nothing it goes to windows
 

So the problem is it didn't take the first bios password screen?
 
Well the problem when having a "user password" with security set as "system boot+bios" is that i have to enter my password twice at system boot before BIOS/OS boot, it isn't a big deal but i'd prefer if i only had to enter my password once.

Or, that it doesn't ask for password at all at system boot with "administrator password" set as "system boot+bios"
