System Powers on Automatically when Plugged in / Several Reboots

System: Dell Optiplex 9010 w/ NVIDIA Quadro P620 Installed

After connecting the power cord, the system immediately boots. It then power cycles multiple times until it either boots into windows, or provides an error in which the BIOS time is not set correctly.

In the bios, the system is told to power off if AC power is lost and reconnected.

I've tried taking out the CMOS battery to reset the bios, but that did not solve the issue.

Once I go through the annoying process of setting the time correctly and waiting for the system to boot cycle multiple times; as long as the power cord is not disconnected, the system works perfectly fine and is able to be shut off and turned on without any boot cycles or time changes.

I'm assuming its a faulty CMOS battery, but I just wanted to hear some input before I buy a new one.

Bought a pack of them on amazon, I'll let you know if swapping it out does the trick.
