[SOLVED] System powers on when i turn on power supply???

Hello,
I recently built a PC for a friend,
CPU : Intel core i7 950
Motherboard : MSI Pro-E X58
Ram : 4gb x 3 1600mhz
PSU : EVGA 600B
GPU : Geforce GTX 680 4GB
When i plug the computer into the wall and turn on the switch at the back of the computer, it turns on, the buttons on the case still work and i am a bit stumped on what i should do.

p.s. i have tried just doing it with no front panel connectors and it happens less frequently

Is there a setting in the BIOS similar to this Restore on AC/Power Loss?
