"System" process out of nowhere is using about 20-35Temp Spikes during afk (i7-7700k-H115i liq cooling)

I have noticed my temperature goes up to 65 degrees on idle except chrome wit a single PDF tab open. it doesn't always stay like that. my usual idle temps around 36degrees Celcius. whenever i hear my cooling speed up pressing windows key and closing down makes it go away. I am also having around 70-75 cpu temps during(Arma 3 - BO4)mostly any games.
PC Spec
-I7-7700k
-Aorus Z270x-Gaming K7
-Corsair H115i 280mm
-Corsair Crystal Series 570x
-16gb 4x4 Corsair Platinum 3000mhz
Overclock
i have oc'd my cpu to 4.6ghz around 1.215core voltage

PS: I had to drill my case on top to make my liquid cooling mounted on the top to have good airflow since i want to use my case's own rgb intake fans. I can provide images if needed

okey thanks for the response dude im not encouraged to delid my cpu:(, i have also found out system( being Ntoskrnl.exe getting corrupted or virus might have embedded ) causing the afk temp problems since anything i do move a mouse cause "system" to turn to be "system interrupted" and finishes the cpu usage .
