[SOLVED] System process uses 30% of cpu when gaming

As you can see here, whenever I'm gaming, the system process uses 30% of my cpu, leaving the game with only 65%ish. Apart from making my game drop frames, it makes my discord unusable since there's no more resources to use. It only happens when gaming, since when I'm idling nothing ios using cpu.
My specs are:
i5-3470
DELL optiplex 7010 mobo
8gb (4x2gb) ddr3-1333mhz
rx480 4gb
EVGA 500BR psu
120gb ssd and 1tb HDD

Note: This problem started since I noticed I had a ram leak (On boot up, 6gb out of the 8gb were in use, I then fixed it, but this showed up.). Also, I have had network ethernet drivers problems for a while now, and I think that may be the culprit. I have tried the windows drivers, new ones from realtek, and dell themselves, even old ones but it just doesnt work properly (Delayed start, and after every windows update have to reinstall em)

Modern games don't utilize much of you cpu, everything is fine
