System Refresh - Drive Locked

So my computer experienced a "Bad_System_Config_Info" BSoD and to fix it, I tried instructions from many forums in the Internet. But the instructions didn't solve my problem, so I decided to reinstall Windows 10 (Keeping my files) but an error appears, "The drive where Windows is installed is locked. Unlock the drive and try again."

I searched a fix for the problem and came across which includes using "bootrec." I opened the command prompt and went to the drive and typed the commands until I typed "bootrec /fixboot" and "bootrec /rebuildbcd" Another error appears saying "This drive is locked by BitLocker Drive Encryption. You must unlock this drive from Control Panel."

By reading it pains me, as I know I didn't lock my drive using BitLocker, and the system is broken, so I cannot access the Control Panel.

I need a fix for it. Please.

P.S. I'm using a USB boot drive to access the recovery.

You might need to do a fresh install using Media creation tool

download and run program on another pc. It will create a Win 10 install USB or DVD
Boot from it and choose clean install - follow http://www.tenforums.com/tutorials/1950-windows-10-clean-install.html

I can't see any other way. Especially if it thinks its locked with a program you never used.

I am already booted into the USB drive, but the error appears whenever doing a fresh install

Are you doing a clean and deleting the partitions as it should let you format them
