system refused to display

my system is powering up but no beep even when I removed my RAM, no display on the monitor, I have even changed my power pack but same result, please I help a steps on how to troubleshoot my system and resolve this problem

Take out your CPU and boot. What happens? First try unplugging power and data cables from hard drives and cd drives to see if one or those components is dragging your computer down
