System reserved partition defrag

Hello,

Here I am, asking again for help. I wanted to optimise my PC, you know, running the maintenance manually. I wanted to defrag my mechanical HDD on which I have 3 partitions. One of them is this ,,System reserved ,, partition that is 15% fragmented. The issue is that it defrags it very fast and doesn't modify that ,15%,, percent. Is that an issue/virus/bug ?

P.S. : OS: Windows 8.1 FPP x64 Ro

So, there is nothing to do. No defragmentation I guess.
