last night i ran a system restore (to two day prior), i had left the
computer, awhile later came back, logged in and waited for windows to start
up, the wallpaper of my desktop came up but nothing else, i waited about 20
minutes before leaving again for awhile, returning to the computer in about a
half hour. after waiting an hour+ with the computer doing nothing(and not to
sure on what to do lol) i restarted the computer. the computer started up
fine, i logged in, the computer opened very quicky, faster than usual, i
noticed a few things gone, like quick launch (which did come back after a
later restart), after looking through the computer i noticed some windows
components were not opening, help/support/search/users/some functions in
control panel, system info and system restore (system restore is the only one
that will open a window, though it dosent load, the others that are not
opening show nothing) i also noticed from task manager that the number of
processes was much lower then usual, after a restart i was able to get some
parts of windows to open, though system restore/users/support and a few
others are still not opening, does anyone know how this could be fixed or
what the best solution would be?

I think that you need to do a Repair Install of your Windows XP.
See http://michaelstevenstech.com/XPrepairinstall.htm

Good luck
