Can be any number of reasons. System restore is disabled - check to see that
it is enabled. Is your hard drive getting full? System restore can
occasionally turn itself off if it does not have enough room on the hard
drive.
Can you do a manual system restore? You might also trying turning system
restore off, rebooting then turning it back on again.
