Question System seems to be underperforming?

Hi there,

About 6 months ago I purchased a prebuilt pc from pc case gear and it has always seemed to under perform compared to systems with similar specs. Gta V gets around 70fps on average in the benchmark, Battlefield 5 gets around 60 when playing with ray tracing on at 1080p ultra settings. Even modern warfare which is less demanding gets around 120fps with ray tracing off.

My specs are:

i7 9700
MSI RTX 2080 ventus
MSI b360m bazooka motherboard
16gb (2x8) Corsair vengeance pro 3200mhz ram
Be quiet pure power 11 power supply 600w
OS drive is an nvme 256gb ssd
1x 2.5 inch hdd, 1x 3.5 inch hdd (both 5400rpm)
Cryorig M9 cpu cooler
Phanteks eclipse p400 case

I cleaned out every speck of dust yesterday and applied new thermal paste and it still hasnt affected the performance in any positive way. I just ordered a new 850w power supply, 240mm liquid cpu cooler, an extra case fan and 2 ssds. I also realised that my motherboard is only compatible with up to 2666mhz ram, so that's next on my list to upgrade. Is there anything else I can do to improve performance?

Which drives are your games on?

All of my games are on my 3.5 inch drive as the nvme drive is only 256gb, im putting a game on my ssd at the moment so I will see if there's any improvement there.
