System short due to storage?

Hello,
I recently undertook a complete system rebuild (in a static-free environment), save for my case and SSD/HDD. System was booting fine with bare-bones components, and case power button/USB headers connected.

Connected my SSD and HDD, as well as the case fan controller, and the system will no longer boot. (CPU fan will spin briefly, then nothing). This persists even going back to just having CPU, RAM, and the PSU connected.

Both the SSD and HDD are uncorrupted, and able to be recognized and read from/written to using a USB/SATA connector with another computer.


My question is whether it's possible that the SSD or HDD is causing this short to occur, or if it's more likely the case fan controller?
