Question System slowing because of cooling?

Weird thing with my system after a few minutes I hear a loud hum from, I think, my CPU and shortly thereafter my frame rate goes down drastically and I notice it in game play. I think it may be cooling because I don't hear water circulating like I used to. Any suggestions? My system is: MSI Z390-A Pro, CPU i9 9900K, cooling master master liquid ML240L V2 RBG

It'd help us two fold if you could parse a video/audio clip to help corroborate what you're experiencing. The hum is from the power delivery area or from the pump block of the AIO? Can you parse images of how the system's innards are organized in your chassis?
