[SOLVED] System stability help

Hi guys, I purchased my pc in January and have always felt as if something was a bit off.
I am able to run games without any major problems but the stability of my Fps doesn't seem right. I don't feel like I'm getting 100% out of my build. I have run 3dmark stress tests and come out with a 98% pass rate but gaming doesn't live up to that score. Is there any components I need to change out?
I carried over my previous hard drive from a 10 year old build. Could this be the problem? I have purchased a new hard drive so I'm hoping this will fix this.

2 tb Seagate hard drive

Cpu temp
Avg - 44 °c
Lowest -40
Highest -49

Gpu - gpu starting hitting around 80 which I didn't like so I turned up the fans and hasn't reduced the heat from 80 to low 70s
Avg- 75
Lowest - 72
Highest - 80

Hard drive usage hits does hit 100% from time to time but would average around 98%
I've had promblems with the hard drive staying at 100% no matter what I'm doing but that seems to happen at random times.
