System startup issues cant boot

Im having major issues with booting into windows what happens is the computer gets to the windows welcome screen then just rapidly blinks and doesnt stop i thought it was a bios issues so i took out the bios battery and no fix i have no clue what to do please help

Do you have any bootable media available, such as a recovery disk/USB thumb drive, OS installation disks/thumb drive?
