[SOLVED] System turn on and off before turning on

I have a system when turned on, you can see and the CPU fan goes on then off or power on and off, before it turns onor boot up.
What causes this issue?

It's the nature of the beast.

Motherboards are sophisticated pieces of hardware and it does a number of things after you press the power button and before it boots off your SSD/HDD. It essentially checks itself and the components installed on it. The fan cycling on, off, then on is likely just one of the many dances the motherboard makes to initialize your computer.
