Question System turning off/freezing

Hello all,

Thank you for taking your time to read my post. I am not a complete computer newb, I have attempted many troubleshooting steps and logged icue cpu and gpu heat. I am not sure what logs you might want to have a look at so I will post a follow up after, such as event viewer etc.

Setup:

MSI z970 Tomahawk WIFI
13700KF Overclocked to 5.2ghz P core and Ecore 44ghz
Corsair H150i
MSI 4090 Gaming X
2x16GB of G.Skill X Trident
Corsair 1000RM
Storage 2x 2TB 980 Pro Samsung

I built the system in August and I had some driver issues and general problems (games crashing) but not straight system crashing, I narrowed it down to a unfortunately bottom of the silicon lottery 4090 and I underclocked the 4090 by 100mhz on core and memory and never ran into issues until the start of October. I let the system sit for awhile as I was busy and didnt do much on it for about 1 week at the start of October. I then got starfield, this is where the problems start, after a couple times of crashing to desktop, to progressively crashing the whole pc over a couple of gaming sessions. I am now stuck with constant crash's at random intervals the image freezes and the systems lights freeze as well, the PC is still on. Things to note, I have turned off gameboost from msi bios, and put the core back to stock and the issue still occurs randomly, it happens underload and at idle, it doesnt have a set time or timeframe, sometimes it can go for hours full rip, to me to watch youtube videos and it will freeze up suddenly. Same situation load into a game after start up and it instantly crashs, going back in to do nothing but some youtube and down it goes again after 30 minutes to several hours.

Could any one please assist is narrowing down the culprit or reason this is happening, I am going to take the whole thing a part this weekend and put it back together as a last ditch effort before I start looking into RMA parts. Thought I would throw a shot out here and see if any other wise wizards would have an idea what the hell is going on. Thank you

Problem solved apparently. Rebuilt and clearing cmos and using the exact same settings and everything is fine.

Problem not solved, it is back and with a vengeance. I am guessing the cpu is faulty in some regard, I did a full cycle before it shuts down of logging rail voltage and it was consistent and within range. The event also occured a couple times again however didnt shut down the pc. So weird and very annoying.
